Governor Dannel Malloy will be on hand today at the NAACP's national convention in Philadelphia as President Barack Obama makes a speech pressing for reforms of the federal criminal justice system. Malloy's office says the president's proposals are expected to reflect some of the initiatives contained in Malloy's Second Chance Society proposal.
