Report: Man flunked probation drug tests before killing baby

NEW BRITAIN, Conn. (AP) A new report says a Connecticut man who pleaded guilty to fatally stabbing a 1-year-old girl last year flunked drug tests in violation of his probation in the months leading up to the killing.

The report by state child advocate's office and the Connecticut Coalition Against Domestic Violence recommends that probation officials strengthen drug testing policies and police improve how they respond to domestic violence calls.

Thirty-seven-year-old Arthur Hapgood Sr. of Waterbury pleaded guilty to murder Tuesday in the killing of 14-month-old Zaniyah Calloway in Bristol in August 2014. He is to be sentenced in January.

The report says Hapgood tested positive for marijuana and PCP while on probation for selling drugs, and police responded to a domestic violence call at his home the day before the killing.
