NEW LONDON, Conn. (AP) - A Norwich man who said he heard voices in his head when set fire to a backpack in the basement of a city home has pleaded guilty.

The Bulletin reports that under a deal with prosecutors, 45-year-old Kenneth Barbour Jr. pleaded guilty to second-degree arson.

Under terms of the deal, he will receive five and a half years in prison followed by four and a half years of special parole at sentencing scheduled for Jan. 19.

Prosecutors say at about 2 a.m. on Oct. 16, 2015, Barbour started the fire in a duplex with 14 residents, including seven children.

He left the home, but later called 911 to report the fire. The residents escaped unharmed even though they were all asleep at the time of the fire.
