Heavy rain flooded roads, submerged vehicles and knocked out power to thousands across Fairfield County Tuesday. The National Weather Service issued a flash flood warning as rainfall rates reached up to two-and-a-half inches per hour. Police urged drivers to avoid flooded roads and use alternate routes.
